can i communicate from a VHF-FM (IC-V68) Transceiver to a Citizen Band Transceiver?
No! Citizen Band is 11 meters, 26.965MHz to 27.405 MHz. The IC-V68 is in the VHF band which covers 136MHz to 174 MHz. Sorry.
